I've always been told if it's in your cash account, they can't be lent out. Only lent if you used margin to buy stock.

I have heard that as well. However, when you think about it, few brokerages allow one to buy OTC stocks on margin. This doesn't seem to prohibit the massive shorting that occurs. It doesn't compute.
I know I know, offshore, private placements, etc, yada yada.
Still doesn't compute. I think they lend right out of cash accts
