The topic is smart cards. Here are couple of links to our government's work in the area of smart cards. As you'll recall, both N*ABLE and Wave are members of the Smart Card Forum.

Here's a nice overview from Treasury about smart card technology, dated April, 1999. It provides an excellent introduction to the whole concept, market resistance, opportunities, etc.

And here's a link to a synopsis of a 1999 book called "Trust In Cyberspace." One of the people who presented to the committee that authored this was Mark Stefik... a name that should be familiar from the Economist article. The committee also included researchers from Hewlett Packard, IBM and Sun Microsystems. I make no claims about this study. I scanned it and found it somewhat useful.
