Here's the situation:
APPI is still trading on the OTCBB, under the new symbol of "APPIE". With me so far? Good.
They have been given the new symbol APPIE because they still haven't actually filed financials, annual or quarterly, with the SEC. What they HAVE filed is a "10-SB" or the initial application to BECOME a fully reporting company. A symbol change does not create any "short" position. An accounting of all shares has to take place on a CUSIP number change; the CUSIP is the official designation of the security. A trading symbol amounts to really nothing more than a "nickname" for the stock or bond or whatever.
