They have had a special running since early this year in three states, one being MI, not sure of the other 2. The rate for these three states is 5 cent US calls anytime with a 10 cent connect charge if I'm remembering. Special was originally supposed to end in June, but was extended through September. Obviously some kind of test, we'll have to watch where they go with it later in the year.
