Our Republican senator will be dropping by my office this afternoon (ostensibly to whip up support for the tax cut bill, but knowing Senators really to bolster his campaign coffers) and I am refreshing my list of "Bills I would like to see Congress pass." Any improvements or additions on these?

My big 2:

1. Every Senator and Representative, before being permitted to vote on a bill, shall sign a certification that states under penalty of perjury that a) they have personally read the entire bill, and b) they understand every provision of the bill.

2. Every Senator and Representative shall certify, at the time they submit their tax returns to the IRS, that they have prepared their returns entirely by themselves, using only the IRS forms and the tax code and regulations, without the assistance of or consultation with any other person, without reading or consulting any publication other than the tax code and regulations, and without using any computer software. The penalty for failure to so certify shall be 100% of their salary as a Senator or Representative for the year for which such certification is not made.

If these two bills were to pass, there would be major changes in our government, and particularly in our tax code, very quickly.
