an overall comprehensive and seemingly balanced call - though much detailed uncertainty remains - both in how exactly this will affect the CLEC industry (whose specific interests in regard to the benefit/detriment of this - as well as other pending proposals/rulings are widely varied), and in assessing the probability that the proponents will be able to secure needed FCC and consumer group support.
