I don't know about you, but only 2 quarts of water/day for food preparation and hygiene, sounds grossly inadequate to me.

Seems so to me as well. But they do say "at least," meaning that in an emergency, one could get by. That would be especially so if one were eating canned goods, which don't require additional water for preparation. I think the important distinction is that one needs 2 quarts to keep from "dying of thirst in 4 days," as has been drummed into all our heads. If you have two quarts, you don't die, although you may itch. So while it's a good idea to plan to have more, it's not necessary to turn away one's neighbors or use lethal force to protect more than 2 quarts per day of it.
