Puck, the old floorless had some such weak anti shorting clauses, but the bandits could always go through third accounts overseas because the paper they received was always "transferable" and could be pledged as collateral. Modern Reg D floorless state most of the time that the lenders can engage in various "hedging" activities (the nice word for shorting against the box with impunity).
