E*Trade does not do allocations until the night of pricing. Currently expected to be Tuesday night, with trading to begin on Wednesday.

I was lucky and got a confirmed order for RHAT from E*Trade. I won't know the number of shares or final price until they allocate the shares. As far as I can tell the chance to place an order was only for a few hours.
