Yes I did answer you question on the surplus. Right now we take in more money than we are currently paying out in social security.

That's called a surplus. However, when that surplus is placed in T-bills and applied against the govt budget in an attempt to limit the need to raise more money from the public bond markets it is replaced with govt IOUs.

In effect, the govt is borrowing from itself and promising to pay itself back later so it can pay off those benefits recipients 10-20 years from now.
