I believe you are correct. Most of the ISPs make little or no money at $19.95/mo. The only reason free access is viable in England is that the user pays the phone company by the minute and the ISP gets a kickback. If Microsoft cuts their price to less than $15/mo, I believe they will get nailed for predatory pricing when the little ISPs start to fail.
