Is it a flight to safety? Probably. But you would expect the DJIA to perform better than the NYSE and therefore it (the DJIA) would have a stronger RS. Maybe I am missing something, but this is exactly what we saw last year when the NYSE BP reversed down in April to bear alert status while the DJIA proceeded on to new highs and giving buy signals through July of 98.

In the time that I have been watching, we see a lag in the DJIA as compared to the NYSE.
