As a rule, plastic will not hold paint. Put it on and it will flake off. Plastic has no absorbtion and expands and contracts more than the paint will.

"Plastic" is a rather large class of materials,
as is "paint". There are many combinations of
plastics and paints that make a good bond. There
are also many that do not.

If you give us chemist-folk some details, we may
be able to suggest a good paint for the particular
plastic you want coated.
