Are there screws holding it on? I redid a lot of chairs that have the woven type straps. That you can replacement for in a roll, that you cut to fit.

If the plastic is leatherette with a suede-like nap
on the surface, any fairly flexible paint should work.
Make that any flexible paint that doesn't dissolve the
fake leather. You might also be able to dye it with the
right solvents.

Is it actually lawn furniture? Or what?

Chances are its vinyl, and you want some vinyl spray coating from the hardware store.
