Well, I think they could sell any music immediately, but they run the risk of piracy on that music until the watermarks have been encoded.

I'd guess that the same firms that are encoding the music for the labels will apply the watermark and that it will take a month or so to set up the software routines. I recall a posting about one such firm that provided such services (unfortunately not public!):

I suppose that someone (Walter?) could e-mail them and ask them about watermarking timetables.
