When replacing the straps on lawnchairs I have usually used
old climbing webbing. The 1' or 2" flat nylon webbing works
fine. If you could find acrylic webbing, it would last longer
in the sun. I wrap it around the chair tubing once, then
pop-rivet through it with a small fender washer (~1").

Vinyl sucks.

You can find the flat webbing at an outdoor store. A boating
or climbing shop would have the stuff. The pop-rivets and
washers would come from any hardware store. If the chairs are
solid wrought iron, you may need to use screws instead of rivets.
