Debates Ensue as Digital Rollout Hits Snags

Although at least 66 broadcast stations have begun transmitting digital signals, the rollout of digital TV is plagued by a lack of programming, costly TV sets, compatibility disputes with the cable industry and the need for a new federal technical standard, broadcasters griped last week.

In particular, broadcasters are now feuding with the consumer electronics industry over the technical standard issue. While some broadcast station owners favor a switch to the European transmission standard known as COFDM, set makers want to keep the current U.S. 8-VSB modulation scheme.

Eddie Fritts, president/CEO of the National Association of Broadcasters (NAB), stoked the debate in Washington, D.C., last week when he called on the FCC to set a new standard for digital TV receivers. Meeting with reporters, he stressed that "receivers are not as good as they could be."

Indeed, technical tests conducted in Baltimore by Sinclair Broadcast Group, which owns or operates 59 local stations, have demonstrated that the first generation of digital sets can barely pick up a digital signal with an indoor antenna in some areas. In the tests, sets relying on the European transmission standard are performing much better.
