China (and to a lesser extent Japan) are caught between wanting to completely control by fiat the economic and monetary aspects of their own economies and their desire to be world trading powers on equal standings.

I take this statement in the article on face value:

China is gradually opening its financial system to foreign institutions in its effort to join the World Trade Organisation.

It is very difficult for totalatarian societies to adopt free market policies yet they are taking those steps.

Japan has been reluctant to abolish the Kireitsu and to right off the losses that banks have suffered but it will happen or Japan will sink to third world status.

Maybe I am naive, but I believe when the government or big institutions rob you, they come right out and tell you, like FDR confiscating gold and establishing Social Security. No hidden agenda, they just say "this is a stick up, give me your money!"
