While shares of Cisco slid Tuesday, its rival Lucent Technologies (LU: news, msgs), didn't fare much better after the company said it plans to buy International Network Services (INSS: news, msgs) in a $3.7 billion stock deal. See full story. Chambers said Cisco, which owns a minority stake in INS, had turned down the opportunity to acquire INS.

"We do not believe that vertical business models in times of rapid growth will be effective," Chambers said during the call with analysts. "We also do not believe in competing with the very partners we need to achieve our strategic goals in the Internet revolution."
