Well, I suppose it could be assembled but reassembling a nuclear bomb and repacking plutonium into the bomb's core might be a bit beyond a terrorist's capability. Don't forget plutonium is quite radioactive and requires special handling, even when encased in a warhead. In the Army the minimum distance allowed to a Pershing II warhead by security forces was 30M. Due to the radioactivity the handlers and technicians would work in shifts to transport and install a warhead on a missile.

I think if the SF-ers do attack Bin Laden in order to capture the 20 warheads they're going to find a lot of sick and weak terrorists. The longer the terrorists hold onto them the sicker they'll get. The real threat is if they pass them on to someone else, like North Korea say.

I'm really not worried at all about nuclear terrorism. Unless a ballistic missile is used IMO the chances of pulling it off are miniscule. And if they do, what's the cost? N.Y.C., L.A.?............. Yawn.

P.S. BTW, the Plutonium could be brought in little by little until the the critical mass is obtained for use in assembling the suitcase nuke! Scary, eh?>>

Considering that you cant just take your spoonful of plutonium and stick it in your Zip-lock<tm> bag, and thenceforth stick it up yer keester for a quick sally across the big water, its not so scary.

Weapons grade plutonium is exceedingly toxic, will kill with the slightest microgram. A speck of it will kill you instantly. This stuff is kept and transported in heavily shielded containers that are not amenable to passing through customs. "Excuse me sir, what is this object in your bag?" "Oh that? Dont worry, just my stash o plutonium."

And it would have to go through customs at some point, the Americas are surrounded by water... which means ship or plane. Both are subject to customs inspection.
