They should beat the markets return going forward and are safe too.

I expect a tightening bias, and probably a 1/4 point increase.

Then I expect he'll like having that buffer built in to resuscitate the economy should Y2K prove to be a problem that creates a recession in the 1/2 of 2000.

Can we say "whipsaw" the markets?? I thought we could... :0)
