Mayor, Matt, all.. TAVA had a similar dilema and may serve as a good example. It separated itself into a news and facts only board AND continued with its chat board. There was a little work in keeping the facts board clean of chat, but it worked very well as anyone with an actual news item or published info could post there with the url listed to refer to. The chat was lively and things were sometimes hotly debated but that was good as it drew in a good following. Suggest you start a facts only board named: "ECNC: Facts and News Only, no chat" to supplement this. Sure you can set up off line but why bother when this is free and has a wide audience.
