Yes, but it will only need to supply this for very short periods (much less than one second). So, thermal power, defined as power converted to heat inside the CPU, will never exceed 54 watts at 650 MHz, or 50 watts at 600 MHz. Another reason that 42*1.6 is much greater than 50 is that not all the power supplied by the power supply is dissipated in the Athlon. Anything attached to the 200 MHz bus draws power from the bus and converts it to heat -- twice as much as the pokey Intel bus because it is twice as fast.

Nevertheless, probably only 1/4 of PC's on the market have power supplies beefy enough to provide this much juice. Thankfully, the cost difference between a good quality 230W and 300W power supply is only $14 at retail.
