Wizard, you looks like a very novice investor. Just because their shares are locked-up, they have to run JNPR/RBAK high right now (of course, using different accounts) so they can dump later without losing all their paper profit. At the same time, they will short as much shares as possible if market gives them any opportunities. They know they can either re-pay their shorts when their lock-up period ends if the stock price keep high or they can buy back their shorts to drive the stock price back to high level. They are doing these every day and I don't know how long they will keep doing this. But I know they will stop some time down the road. That will be my pay day.
