The proliferation of nuclear, biological, and chemical weapons is a sad inevitability, I believe. The "enemy" will eventually seek to obtain these types of weapons in an attempt to "balance the scales".

It's been stated previously and I agree with the mentality of "What good is it to have these weapons if you have no intention of ever using them". They exist as a means to an end for 'civilized' nations.

I'm not so sure about your retaliation scenario(s). If someone like Osama bin Laden managed to detonate/deploy one of these weapons in the United States, I can imagine a retaliatory strike on Afghanistan maybe...but not on the perceived "source" of the weapon itself.
