I think you were better off sticking to the theme of responsibility as in the bathtub gin example. I agree that virtually everything that occurs is part of a chain of events and that, for example, people running guns to the IRA bear the responsibility for the deaths and injuries that ensue. However, does the gun manufacturer bear the responsibility for making a product that is being misused? Milosovic certainly bears responsibility for his part in setting up the most recent slaughter. However, do not the ethnic Albanians who oppressed and slaughtered Serbs in the past also bear some responsibility--keep in mind that chain of events to which you pointed.
