I would guess two possible reasons:

1. Uncertainty over the outcome of the justice department case.

2. Uncertainty over how corporate Y2k plans will impact IT spending. I would guess that a lot of corporate customers are probably planning to not install new software and/or hardware during the first three months of 2000 - this will give them a buffer to deal with any potential problems that may arise due to Y2k. If this is the case, it will have a negative impact on MSFT revenues - as well as the revenues of other major tech companies. Of course, this is pure speculation on my part - I have no data to support this notion.
