The point being that government should serve the people, and not vice verse.

This is a brief description of how an organization achieves quality. While meant for a business student, it is applicable to the government organizations as well.

The meaning of quality
Experience has taught most business how to meet internal design specifications. What most businesses do not know, however, is how to make customers rejoice in their products. Only true quality can create that feeling in customers, and only management can create an atmosphere such that customers always receive that kind of quality. By turning the organizational pyramid over, management leads and supports the quality drive form the bottom up. Quality thus moves from the top up.

There are many tools and methods but only one approach for an organization to obtain quality, one that:
- Defines quality as the customer defines it;
- Includes understanding the process of the organization, eliminating activities that do not focus on customer wants, and simplifying all remaining operations;
- Links customer-focused strategies to processes through a horizontal view of the organization; and
- Promotes continuous improvement
