This is specific to a number of Canadian cities. Benson and Hedges, the cigarette company, sponsors a number of fireworks displays every year in a number cities. They invite representatives from different countries to put on displays on different nights. The winner gets to come back and defend next year. Each night $100,000 in fire works
is exploded. There is one night for each representative, then a grand finale night where every country gets 6 minutes to show their stuff.
Cigarette companies can't advertise in Canada, so they sponsor events instead as a way to get around the laws.
