ALMATY, Kazakstan (AP) - Following years of dispute, Russia has delivered its first cash payment of $12.5 million to the former Soviet republic of Kazakstan for leasing its Baikonur Cosmodrome, officials said Wednesday. Kazak Finance Minister Uraz Dzhandosov said the payment, the first installment of an annual $115 million bill, had been transferred ahead of schedule. Russia plans to pay $50 million of the bill in cash and the rest in commodities, Dzhandosov said at a news conference broadcast on television. Kazakstan inherited the Soviet-built Baikonur cosmodrome after the 1991 collapse of the Soviet Union, and has allowed Russia to continue using it for its manned space program and international satellite launches. Russia has its own launch site, the Plesetsk cosmodrome, about 300 miles below the Arctic Circle in northwestern Russia. But Plesetsk has a serious drawback -- because of its northern location, spacecraft launched from there can carry less cargo than they can from Baikonur.
