TV locks up alot of B/W where as the rest of the world doesn't allocate that much as it until recently was state controlled. Also you have a great deal allocated to "private" licensing. Yes the government allotcates a great deal to themselves, but it not as much as the others public concerns. PCS freq in this country was in the domain of oil, chemical and forrestry domain. As a matter of fact, PCS license holders such as Sprint and Primeco paid big bucks to get the original holders to vacate sooner.
The actual payment was more than the cost of the work and equipment. It was fixed point to point microwave private networks before PCS.
