ebaseOne and Level 3 Sign Agreement to Deliver
Mission Critical Applications Over Fiber IP Network

HOUSTON, Aug. 12 /PRNewswire/ -- ebaseOne Corporation (OTC Bulletin Board: EBAS - news), an emerging leader in
the Application Service Provider (ASP) market, and Level 3 Communications, Inc. (Nasdaq: LVLT - news), a leading
international Internet Protocol-based (IP) communications and information services company, have signed a service agreement.
ebaseOne, who should be able to reach a significant share in the pre-packaged application service provider market, estimated
by Forrester Research to grow to $21 billion by 2001, has selected Level 3 for co-location and network services.

As businesses utilize ASP services it will be expected to have significantly larger demand for bandwidth versus current demand
for Internet email and Web sites. Level 3's technology will allow ebaseOne to offer scalability, reliability and security to its
customers.

This relationship will allow ebaseOne's customers to benefit from Level 3's international, Internet Protocol (IP) based network
at favorable prices, while enabling ebaseOne to expand rapidly by taking advantage of Level 3's co- location facilities. Unlike
some other major players in the ASP industry, ebaseOne will now have access to extensive bandwidth via Level 3 Gateway
facilities that are located directly on SONET rings in 19 major metropolitan areas.

ebaseOne's Enterprise Application Center(TM) combined with Level 3's international network and facilities provides a
complete end-to-end solution from a world class center, which is one of four Enterprise Application Centers(TM) planned by

The ASP industry has been compared to the Internet Service Provider (ISP) industry in the early 1990's. Its growth is
expected to explode within the next three years. According to International Data Corp., corporate spending on high-end
outsourced applications, such as ERP and e-commerce, will grow from an estimated $150.4 million this year to $2 billion by
2003, at a compound annual growth rate of 91%. This represents only high-end applications, and doesn't take into account the
majority of software applications currently used by most businesses. According to the Forrester Research, packaged
applications outsourcing industry will reach $21 billion in 2001.

The ASP industry is growing so quickly because it solves all of the major financial problems typically associated with high-end

hosting, also called ''software rental,'' allows companies to access applications that are stored on central servers. In the past,
