Your use of "conspiracy" implies men in black helicopters hiding the existence of UFOs or something similar. If you think corruption and collusion are rare on wall street, you should read through the monthly fines handed out like parking tickets to literally every brokerage by the SEC. Only the really big fines are worthy of press, and hardly anyone ever is criminally prosecuted. If you were an SEC official hoping for a job in the private financial sector, as most of them end up anyway, would you bite the hand that will (hopefully) soon feed you?
