If it was blue and lacked a tail it is an Australian Shepherd.
These dogs often have one blue and one brown eye.

There was a dog in Shakespeare in Love- and someone- the money lender who played the apothecary- went on and on about how he loved dogs in plays. That dog was in several scenes- if that is the dog you are talking about.
