Actually the implosion of the evil empire was occurring from it's inception. It just took a lot of time to happen. A system that does not reward personal initiative cannot flourish. It encouraged workers to be mediocre and that was the rot from within that destroyed it.

The arms race did speed the USSR's demise. The money being spent on it's military was more than the USSR could afford. The last straw was the unveiling of the B-2 bomber. The USSR could not afford to duplicate it. They no longer had the money to squander, which they had been doing all along at the expense of the people. The stealth technology gave the USA the undisputed edge in war. They could not counter it and had finally lost the war. Economically they were facing disater already. Whoever was president can take the credit. But this took place over several presidencies. But I think Reagan pushed his policies against the USSR to our full advantage and I believe he deserves some of the credit for it's collapse.
