Its an urban legend. If anything it would be 99/99/99 which is anything greater than 99/12/31 numerically expressed as 999999 > 991231. But problems can happen anytime because a lot of business processes must compute days that are 30,60,90, or whatever days into the future.

98% the work for Y2k that is going to be done has already been done imo. This has caused a large number of mainframe programmers to be laid off. Other capital purchases and software related expenditures has been put off until next year. These factors alone could trigger a downturn. Business week estimated that y2k remediation added 1 percentage point to GDP growth for the last few years.
