Inevitably a QoS system will develop as the last mile matures in terms of penetration rate and usage. The maturation process can occur under the current closed system or under an open system, I believe an open access system will hasten the maturation process

I guess you can disregard my last post, this is good enough. It would be easier if you respond to a post all in one piece.

A certain level of chaos creates faster maturation and an even greater level of chaos creates nothing but chaos. Open access would need a very carefully managed transition to get from here to there in a way that does not kill the goose. Unfortunately noone has the skill to know when to manage the process and when to allow the chaos.

Bottom line is that I (and @home and the FCC) feel that cable needs a little more maturation before throwing the baby bird out of the nest and expecting it to fly. 2002 when the exlusivity contracts expires sounds right to me. They should start planning now for open access sometime around then.
