My suspicion has been all along that it is similar to the World Bank/SAP situation...IOW..."We needed to upgrade. The y2k situation is only incidental to our need for the upgrade...yaddah...yaddah...yaddah...This is not a y2k related problem!"

Of course the World Bank limped along for years with a mess of systems and probably would have continued for how many more if y2k hadn't pressed the issue.
