If by this you mean that the intermediate copper market will take the pressure off cable while cable is being developed, it is certainly happening, but they don't actually compete because they are of different markets. I must have said this 100 times over the past year. Road Runner and HSAC are ATHM's current competitors. Copper ISPs aren't. There is some circumstances where they do compete, but in the vast majority of the cases where they are equally presented, the public goes cable.With "must be used as a customer shunt", who is forcing whom to do what? That sounds like tieranny. Therefore creating three tiers of competition is superfluous and counter productive.

This is how the tyranny begins through the creation of artificial devices in order to achieve a desirable end. I thought you'd get my Russian analogy, but just like the Russians who never understood why the "darkness" was killing them, you don't understand that you can't engineer markets like this.

This isn't open access however one would define it. What if someone wants another bandwidth provider than the bid winner? All or none eliminates their choice.

Because it's expropriation without due compensation. An external authority is coming in and telling a company how they must run their business.

Current ISPs compete to be the User World Provider (UWP) for end users. These companies provide the traditional internet experiences e.g. AOL's home page

I admit I had to invent a meaning for this because I couldn't believe that you mean something which is the default situation now. It's either superfluous or I've found an interpretation which makes it communistic.
