FCC decision - maybe but now they are officially in court on the side of ATT, not just talking. The Portland court decision could now be weakened, and this gives ATT added leverage in terms of any eventual settlement. Uncertainty over this has kept ATT stock down. More optimism now may lift it. Regardless what might have really changed the market is all about perception. Hopefully this will change the market's perception of T from a risk to a likely winner.
