We don't need 8 million, only about 200,000 to 250,000 per year. Do it as in the past, a lottery based on birthday. Only this time, make everyone equally eligible, with no deferments because they had an uncle on the draft board, or because they managed to get the hell out of the country first. (You hear that , Bill?)
