Obsolete technology is not just peculiar to NASA, unfortunately. I don't have any experience with NASA but do know something about agencies such as the IRS and FAA. There is a dual problem here. On the one hand, you often have career officials protecting their empires, if need be by preserving older technologies. On the other hand, you have a reluctance of Congress to approve new technology unless there are strings attached (e.g., What will it do for my district?) I don't know the answer, other than to ensure that the system gets the best quality people into policy making positions - and that's a big order.
