I have posted extensively on this on the strx yahoo board. Essentially strx is just admitting to the same problem that idtc admitted to 2 q's ago. Only stars was more extensive. Star's came about in competing with WCOM on the wholesale level and in nbot having long term contracts for circuits when PT-1 was aggressively marketing. WCOM on the other hand is idt's long distance partner . IDT experienced similar problems with interexchange and theri aggressive marketing. IDT was forced to buy minutes at spot due to lack of capacity. However, now IDT has excess capacity.
