What qualifies Powell? He is the American dream personified! He is a brilliant administrator (as George Bush recognized), a leader, a moral man, a man who knows exactly what needs to be done to restore our military, and a man who has seen more of the world's problems up close than any of the declared candidates. The others are mostly talkers--Powell is a problem-solver, who had to perform and prevail under extremely trying circumstances. He's stated his view in favor of equal opportunity and against preferences. I think most of us favor equal opportunity. He is more qualified to be President by dint of his achievements and experience than anyone else today running.
