Almost always bank lending must be controlled by bank regulation. Banks are incompetent and greedy with crooked accounting, and they are incapable of self regulation. <no G> So there needs to be a huge debacle uncovered--and here's the catch---the debacle has to run thru lots of banks and not just a couple. The debacle must also be serious enough to trigger tighter regulation of their lending. Usually the debacle is crazy real estate and consumer lending but I am not sure yet as there are no clear signs.
