If a society exists that blames weapons instead of individuals for crimes and seeks to control those weapons( actually an impossibility), then yes, a police force is mandated by necessity. But if a society allowed individuals to protect themselves, their loved ones and their property, then a police force would be necessary only for forensic and detective work.

I believe that Florida's crime statistics shed light on the advantages of allowing citizens to carry concealed arms. Haven't the crime rates there for robbery, assaults and mugging plummeted? A direct correlation to the fact that a would-be criminal does not know which citizen is carrying a weapon and so thinks twice, thrice, before attempting a one-on-one crime. I believe most of the police forces there also now support the concealed weapons law even though many were initially opposed to it.
