As I recall my history, there were only a few years -- maybe 20 years -- when the West was getting settled but before there was organized law enforcement. When all there is in the land are a few buffalo hunters and fur trappers, your theory works our okay. There was no competition for land, no need to worry about allocating scarce resources. Everybody could have everything they could reasonably need without any need to worry about having to take it from somebody else. But with more people -- wherever they came from -- there was competition for scarce resources, mostly land and water, in some cases gold. At that stage, you will either have government by gangs, or gvernment by law enforcement.
