ATT goes after US WEST:

NEW YORK, Aug 18 (Reuters) - Long-distance phone company
AT&T Corp. T.N said it would publicly detail Wednesday what
it called "poor service" by U S West Inc. USW.N and would
outline its efforts to resolve complaints related to its local
service.
The company said in a statement that it would hold a
telephone conference call at 12:30 p.m. EDT (1630 GMT)
Wednesday to set out its "plan to solve the problems that are
putting AT&T customers and communities at risk."
AT&T said it had been in frequent talks with U S West, a
Baby Bell local phone company, over service quality since 1993.
"Commitments the company has made to improve service have
been routinely broken," the statement said.
"All private negotiations with U S West have been
exhausted."
It added that U S West's planned merger with Qwest
Communications International Inc. QWST.O could worsen the
service problems.
A U S West spokeswoman said the company would have no
reaction until the AT&T call was completed.

New World Network Announces Americas-8 Will
Connect Virtually Every Country in Latin America to
the US Market

MIAMI, Fla.--(BUSINESS WIRE) via NewsEdge
Corporation -- New World Network, the developer
and majority owner of Americas Region Caribbean
Ring System (ARCOS-1) is planning a new
submarine fiber optic ring around South America
that will connect more than 20 Latin American
countries, when combined with the already
announced ARCOS-1. The new project in
conjunction with ARCOS-1 forms a system called
Americas-8, named for the shape of the figure 8 the
two rings form on the map.

With 41 landing stations, it will be among the largest
systems in the world. As a 1.28 Terabit system,
Americas-8 will utilize DWDM state-of-the-art
technology. Americas-8 will connect virtually every
country in Latin America with the U.S. market.

Americas-8 will be owned by both New World
Network and its carrier/partners forming a hybrid
ownership, which enables the lowest possible unit
cost to customers. Americas-8 will also provide
capacity in smaller chunks consistent with its
carrier-friendly reputation. A likely result will be to
enable U.S. Internet providers to vastly expand their
services in the lucrative Latin American market as
well as encouraging the expansion and creation of
indigenous information services.

New World Network Holdings, Ltd. is a carriers'
carrier that provides advanced, high-speed
bandwidth capacity to telecommunications
companies, Internet service providers and Web
portals. It designs, finances, implements and
operates regional fiber optic networks. New World
