They do it all the time. Microsoft has used the press to freeze markets by announcing vaporware. It's a well-known tactic of theirs.

Notice there were no specifics in the story, especially no date.

MSFT has had continued failure in the ISP space. There is no reason to expect anything different now. In addition, MSFT never even did a press release with a thought out business plan. MSFT was likely full of it regarding this one.
