I think the major problem, at least in the U.S., are the 5th and 14th amendments which protect property from government use restrictions without compensation. Even if society (the government) knew what to do to protect the environment, it could very well "cost too much" (especially if the evidence was incomplete or weak). How can the Philippines protect their reefs from trawling and other destructive fishing methods as impoverished as it is. How can the US prevent people building in the flood plain or along the eroding coast if it has to compensate them for their loss?
